That girl died on the altar of a worldview that believes people are cogs in service of the State. And believe me, that attitude in China is a hell of a lot older than communism. It has nothing to do with military spending, or failure to throw enough money at these countries. There are Arab nations with more money than they know what to do with, little military spending as a percentage of the whole, and yet their human rights are abysmal.
Waiting for your nation to be attacked is a hell of a time to start thinking about building up defense systems from scratch. You might be looking at things backwards when looking at the connection between a powerful military and willingness to use it, and the lack of attacks on a country.
