Why do you think poisonous gas and biological weapons have been banned? Why has no one used a nuclear weapon since WWII? Do you think it is because of the effects of these weapons on the opposing troops or civilians?
They were banned because they could conceivably be used against the leaders of nations. Period. Not because anyone gave a rip about civilians, or troops, either their own or anyone elses.
And the drones could anonymously reach in and kill a leader. So far the badguys haven't had them, but the minute they do the generals on all sides will be living in tunnels.
They may turn out to be the great equalizers. You certainly aren't going to have your guys picking off everyone they simply don't like them without retaliation. If the US loses 4 or 5 carriers to unseen, unheard and uncredited missiles you might see a new humility amongst the conservatives. War can be sort of fun until you get your own nose bloodied. Or worse.
Unless, of course, they really believe they can kill everyone who doesn't like them.
