There is another one just east of there, at 40.452107,93.742118.
Using Google Earth's historical images, it can be seen being constructed during april of 2005. There is a staging area with trucks and piles of a white material (lime?, salt?, gypsum?...). Later images show it being very bright.
What are they for? Good damn question. Across the valley are ruins of the great wall and other buildings, there is a national park in the area (with some really amazing geologic landforms), and lots of other weird areas, some of which look to have been blown up. Target practice?
About this same time a very long runway was built, but it has no visable infrastrcture. Lots of material was moved, the gullies below this work show piles of materal dumped into small piles.
