It doesn't take a rocket scientist to know that IF your agenda is to prevent an American city from being obliterated, the only reason to keep secret the tests of an ABM is if it DOESN'T work.
You wouldn't want the people paying for it to know that.
IF your agenda is to keep America safe you would want the bad guys to know this thing worked.
