I have read that intoxicants are known or strongly suspected to be involved in half of all general aviation accidents. It's a bit tougher to trace, as no one "pulls them over". I'm sure you know more about that than I do.
So there's a lot of room for constructive work in that area besides just getting angry at the two guys who were caught. Getting indignant and acting as if they are too much of an aberration is a way of ignoring the problem.
