The thing is: if you build something just for the sake of building something, then it is a waste of resources. There should be an expectation of profit from anything that replaces the WTC. Besides several buildings placed miles apart would be less vulnerable to terrorist attacks. If transportation between buildings is a problem, then maybe they could be connected by an elevated monorail.
