You'd never get me up there. And they could never build it. The regs would require it be safe from a direct hit by an An-225 Mirya loaded with fuel, and that would be a bit expensive.
Why not a large open area where the towers stood, with a simple little wooden gallows.
Osama bin Laden would be hanging, unhooded, looking rather forlorn.
After a suitable period there would just be the skeleton, but that would be enough to be at least a subtle reminder.
If there's a competition with a cash prize I'd be glad to draw it up.
