If its street racing they are after then they should go after the street racers...
Not people loitering.
Why not simply disperse the crowd? Why arrest hundreds? Put a few squads on the street and videotape the wrongdoing if there was any going on. But then that would be real police work.
The guy who ordered this should be fired, and his lieutenants, who carried it out should be demoted.
Were damn close to a police state if they can throw you in the clink for simply standing in the wrong place at the wrong time.
