"9-11" aka "WTC" happened on Bush's watch, after many of the cuts in the Clinton Administration programs took effect. Is that hard to understand? Bush had been President for almost 8 months, and had been warned.

If there was a failure of the Clinton Administration's counter-terrorism program, it did not happen this far into the Bush Administration, and certainly not after the Bush Administration had essentially been told it would happen. (They weren't given the addresses, that's true. They are supposed to do some "investigating" themselves.)

"Just say no" doesn't change the realities. You don't get to move "9-11" back to 2000.
