Bizarre...
I'm even more inclined to go with film glitch now though. The appendages to the rods may be light passing through a sprocket hole or some such. Some, without the appendages may be repetitive scratches on the film itself made during its manufacturer or while being reeled, etc.
If it were a creature we would find dead rod carcasses everywhere.
