The DNC and the poor
The DNC see the poor as a voting block. To keep them on the plantation, they buy them off with other people's money. In the old days, political parties actually bought votes with their own money. Some political genius figured it was much more profitable to buy votes with tax money.
From the IRS, the bottom 50% of wage earners (making below about $25,500 a year) pay about 4% of the total income tax collections. It's easy to be compassionate with other people's money.
