<We don't have that kind of philosophy! Those who get elected must first be able to clearly communicate and if they show a wide culture and languages knowledge, they have even more chances.

I won't pretend to be an expert on European politics, but I thought Belgium had a Queen! ;) And by the way, have you ever seen Belgium's Prime Minister and Bill Gates in the same room?

Seriously, a lot depends on what you call "culture." We have academics with dozens of initials behind their names who supposedly have "culture" and "knowledge" coming out their ears. A lot of them are totalitarian socialists. Go figure.

Some people have made fun of Bush for not knowing what the popular TV shows are. Is this culture? America has a culture of independence and freedom, and Bush has plenty of that. And only the media think he is stupid.
