Nonsense. It is physically impossible for a team this size to locate a weapons program in a nation the size of California that is actively trying to conceal it.
If the Iraqis know in advance what site the inspectors are going to visit, then their job is impossible, agreed.
But the whole point is to visit sites, unannounced.
