Surprise inspections

There is considerable circumstantial evidence that the inspection process has been penetrated by Iraqi agents, which makes "surprise" inspections a bit difficult. And it's not like the inspectors are sneaking around the nation in stealth fighters. How much surprise can you generate running around a country in a squad of vehicles that is under constant observation?
