Aid to Afghanistan

Some bits on Afghanistan assistance can be found Here, and here.

As for funding for Afghanistan, I don't know where the hell you get the idea there isn't any.

The Afghanistan Freedom Support Act was passed by the Senate last November, and Bush signed it in December. It covers military as well as humanitarian funding. From a press release (boldface mine):

WASHINGTON — The U.S. Senate today passed The Afghanistan Freedom Support Act (S.2712), sponsored by U.S. Senator Chuck Hagel (R-NE), authorizing $3.3 billion in economic, political, humanitarian and security assistance for Afghanistan over the next four years.

...S. 2712 authorizes $1.7 billion for economic, humanitarian and development assistance in Afghanistan; $300 million to establish an enterprise fund to encourage private sector development; and $300 million in drawdown authority for military and other security assistance for Afghanistan.

The bill also authorizes $500 million per year for FY03 and FY04 to support the International Security Assistance Force, or a similar security force, if the President makes that determination.

Co-sponsors of the bill include Senators Helms (R-NC), Biden (D-DE), Lugar (R-IN), Daschle (D-SD), Torricelli (D-NJ), Edwards (D-NC), Lieberman (D-CT), Nelson (D-FL), McCain (R-AZ), Allen (R-VA), Wellstone (D-MN) and Landrieu (D-LA).

Text of the bill Here.

Aside from the general funding for Development Assistance Programs in the 2004 budget, there are also separate items for demining Afghanistan, and $5 million for maternal and child care clinics.
