No working group on asteroids has ever recommeded a lunar scope. The usefullness of a Lunar scope is one of the things I asked Dr. Morrison about when I wanted an expert opinion on EP's stance. He stated bigger ground scopes or space based would be both far cheaper and more effective.
For a better understanding of just how little Grondine knows about astronomical search requirements see Duncan Steel's message titled "GRONDINE'S MISREPRESENTATIONS" at http://abob.libs.uga.edu/bobk/ccc/cc042401.html
This huge misconception on Grondine's part about the need for a lunar search scope is the only rational reason he presents for a conflict between impact detection and Martian exploration. Only by proposing such a huge expensive project can there really be any cost conflict between the two.
