While I might hope that Mars is either sterile or contains only life forms with close relatives on Earth, hopes do not make science.

As for spending the money for the greatest good for the greatest number of people, you already know that in my opinion the asteroid and comet impact hazard is so severe that it is a mistake to spend much more money on Mars before this problem is dealt with.
