Hi Mike,
I can tell you what I would do in such a situation (in fact it may already have been done in the Balkans;-) is set off a 'clean' nuclear device, a sort of mini-emp (electro-magnetic pulse) generator, with minimal radiation residual.
The EMP will take out the broadcasting towers, the laptops and completely saturate the region with other 'broadcast distortions' which put the entire system out of phase for a 'period of time'.
Of course this is only if you are going into a conflict.
A project back in '95 dealt with this issue... ;-)
There are several other methods of putting those cellular signals out of phase as well and doing so without radiation risk to humans.
This was/is not only a stealth recognition issue either.
That's all I will say for now. But don't lose any sleep about it.
A lucky stinger or sidewinder is much more of a threat - that and the stealth's flight maneuverability - or lack thereof.
Thank goodness, President Bush is pro-high tech stuff. The research money will go into keeping us on the cutting edge.
RAND corporation has one of his ears. They are pushing high-tech to the moon. (Figuratively not literally;-) Other think-tanks have the other, and are pushing 'selective' increases in manpower (aka more mission-versatile elite troops, etc.)
The land which re-elected Tony Blair, can be expected to advertise this technique. Their covert intelligence agency, MI5, runs more of a public relations war - than an intelligence one anymore.
Britain nose alot of things though. (oops! Freudian slip.)

Not a problem.
