The effect is there, and the Islands are the catalyst.

This may have been going on for billions of years, with a long pause between the formations of the Hawaiian and Midway chains. This effect draws warm currents from China (El Niño/El Niña), which the people of China have seen fit to unknowingly (in the past) make even warmer -- but that’s an old complaint of mine...

Anyway, without the Islands, there is presumably no effect, or at least less of one. The presence of the Islands appears to create a 'trigger'.
