Their dismal record is basically on a par with all other government agencies working with high-tech. NASA suffers from having to do its work out in the open, in the public eye. Goldin recently commented that he knew of classified projects that ran 500% over budget, but suffered no penalties, cutbacks or cancellation. No doubt NMD will soon join this category, as well.
