I think United Space Alliance would be likely to tender an offer. I don't know what kind of market research they've performed, but the concept of USA-operated shuttles has appeared once or twice in company publications, usually in the context of research missions. I would think there'd have to be a better motivator than that, though; I can't imagine the market for such flights as being very great. I've never heard tourism mentioned within the company, but maybe in higher levels (and behind closed doors) it's been discussed.
