Theatre defence projects are going forward at full blast pace. A national defense system will be , hopefully to all including congress, seen as a "spinoff" from the theatre defence systems. In other words a true NMD will be a large system of the theatre variety. What we need to find out is where Russia stands on this. They did offer to build a boost phase system for both of us. Of course our system's space based hardware will need to be robust enough to hit missiles just past second stage separation. From what I can gather, a ground based, space aimed system nestled far in a large peak will probably be what we end up with.
