The terrorists are hiding in very poor countries, contries that cannot afford such weaponry. The terrorists are not waiting for those countries to arm themselves with missiles.
And besides, those terrorists use discretion: they hardly use the phone, live in tents and they never used conventional arms to hijack and were willing to die.
The pro-NMD arguments are way off the target.
