I had assumed, as a given, that one of the scopes had downtime as you first suggested, but if it's truly a see-saw effect then something else is causing it.
Maybe they are being assigned different sectors of the sky to scan in a way which is not "fair" but may maximise the overall finding effort?
Or maybe they are just having varying luck?
