I think your analysis is probably pretty accurate.
Military ships have a very tight discipline. No idea what standards are on commercial cruisers. I can see where standards could get loosened up to the point where you'd get the equivalent of a car following GPS directions into a lake.
If this turns into a legal mess, the details may be a long time coming out.
