Triton as a Kuiper belt object

One could argue that Triton (Neptune's biggest moon) is a Kuiper belt object that was captured by Neptune. We already have data concerning Triton from Voyager and know that Triton is a fascinating world. Neptune is also interesting. Here's a little tidbit about Neptune: We have measure the period of rotation for Neptune's core based upon its magnetic field (the core rotates at 16.11 hours/rev). However we also know through observation that the average atmospheric rotation rate is 14.2 hours/rev. The atmosphere rotates faster than the core! Why does Neptune do this? I have no clue but would like to find out. We need to send spacecraft to Neptune.
