When Viking's results were negative or at best inconclusive, it didn't stop further unmanned Mars missions (granted, it might have influenced the lack of enthusiasm for a manned Mars mission).
Besides, if further similar to TPF missions get known to the public and if those ideas come from other countries, it just might trigger some motivation to go for it.
