Why would the NSA own that satellite?

The National Security Agency (NSA) is in charge of communications security, codebreaking, and other things doing with electronics intelligence. If such a satellite exists, it'd more likely belong to the National Reconnaissance Office (NRO) than the NSA. Don't confuse either agency with that POS movie, "Enemy of the State".
