Name's Robert not Larry; but otherwise....
Toutatis is a great target for a one robotic flyby mission (or an impactor sample return a la Aladdin which uses solar perturbation to bring your craft home cheaply) & i once tried to sell just such a mission (see endeavour2 project < http://www.geocities.com/robtclements/endeavour2.html >); but with its four year orbit stretching deep into the main asteriod belt a LOUSY target for a manned return mission. Remember: to orbit you have to match delta v; & the more energy an orbit has - in visual terms: the further it's orbit deviates from the Earth's orbit; or if you: terrestrial space - the harder it is to reach... a corollory of this statement is that those objects which fly particularly close are almost inevitably NOT the ones you want to target with a return mission. The NEO boys have started looking seriously at objects with near 1 year orbits only & distances in the 10mkm +/- a bit range; because these are the ones which MIGHT just allow a return mission for less than a year's operational budget of something silly like ISS using almost exclusively off the shelf technology.
