I can certainly understand your sentiment, and unless you preface it with some kind of qualifier like "Present company excepted - - " you've got a problem.
Most folks would say the US is "civilized", in spite of being run by a Christian Taliban.
I think you're going to have to be a little more specific in your definition of "civilization".
