What does Bollocks mean?
About 0 deg C. Is it the atmosphere or the surface that provides the majority of the spectrum for determining this temp?
(assuming a clear day)
And while the atmosphere and surface are clearly in thermal contact, the rarity of the atmosphere makes me doubt that very much heat can be transfered.
If I remember correctly, a "dry" regolith is a poor thermal conductor so even if TES does read the surface, that temp might extend only a small distance (think centimeters) deep. A water rich "permafrost" would improve thermal conductivity though.
