I'd also say his outline back at: http://www.habitablezone.com/space/messages/18457.html does suggest an NEO mission in the range of 1 to 2 billion is plausible. I'm curious what he and others estimate human's to NEOs would cost. I'm still highly doubtful this is the way to go given the many concerns I raised that Robert did not address, but it certainly makes the NEO option look more credible in my eyes, and I plan on reviewing the report linked above soon.
