Descent orbit insertion: 140 fps (95 MPH)
Powered descent/Land: 6900 fps (4705 MPH)
Lunar launch to Orbit: 6100 fps (4159 MPH)
TransEarth Injection: 3500 fps (2386 MPH)

As I'd said, relative to NEO, you AT LEAST save the 6900fps powered decent and the 6100fps Lunar launch. I contend that there are many NEOs that require LESS THAN the 3500fps LOI delta V as well.
Therefore, smaller fuel loads and therefore smaller rockets can send humans to NEOs than can reach the moon, by a substantial margin. Proton class launch vehicles could likely put a hab + 2 booster/fuel rockets into LEO to reach a NEO. 3 launches.
