The debate is about order of magnitude costs so I doubt you need the exact target. Perhaps you can help. Do you know the delta v from LEO to GSO? Do you know how much lower the delta v for the easiest known NEO is? Can you give a range for say the easiest 5 to 10? Do you know how much delta v can be saved going to the Moon using maneuvers like that used on the crippled Hughes Satellite? Do you have any idea about the range in mission time lines?
