Staggering is the word for fo a lunar NEO observatory alright. An absolutely colossal waste of money given much cheaper alternatives. Review Larry J's posts on the issues involved. I'm sure you never got them, but rereading them several hundred times and asking your CCNet aquaintences like Duncan Steel for help in explaining them might just do the trick. Duncan might enjoy setting you straight once again.

Space is full of hazards and all of them we know of have mitigation possibilities of one form or other. Standing still and staying on one planet also has its own hazards. I'm sure there are true explorers willing to take the residual risk while wimps like EP and me stay home.

Mark
