He wouldn't be the only one. I may not agree with the cost-effectiveness of all the proposed methods for NEO searches (like Lunar bases), but I have always maintained that the general search for NEOs using Earth telescopes and other conventional technology is one of the cheapest investments with one of the biggest potential payoffs in the space program.
