You got my meaning backwards. I am not concerned that China would have the sense of urgency. I meant that if we saw there capabilities approaching that of being able to go to the moon we might have more of a sense of urgency. Where congress would be less resistant to funding the finishing of the ISS, or returning to the Moon, etc, etc. If they joined in on the ISS they would seem less threatening, and thus no reason for us to be worried about funding NASA to a higher level.
