Europa is no where near as close to the sun as Mars is. The main cause of sublimating to space is the water evaporating and then the molicules being carried off by solar winds. This also explains the Earth's water, the Earth is tectonically active. This causes two things, a strong magnetic field and out gassing. The strong magnetic field sheilds the Earth from much of the solar winds. The out gassing provides other gasses than water vapor to be blown away in the solar winds.
