I assume that most of these civilizations would not co-exist simultaneously at the same technological level, since 200,000 years is literally an evolutionary timespan. On earth that is the difference between 3-foot tall early homonids, and modern man.

Not quite so.
200,000 years ago Homo Neanderthalis was around as was Homo Erectus, a 5 foot something precursor to Homo Sapiens. These guys made spears and other tools and had had fire for hundreds of thousands of years. Some folks believe that homo sapiens is as old as 100,000 years.

My bet is that there are zero other civilizations in the Milky Way complex.
