Venus like the gas giants has major convection cells in its atmosphere. Anything in the upper atmosphere eventually gets convected to the lower atmosphere where it is cooked to a golden brown.

There is currently some funding battles going on between different factions within the planetary science community. There's the usual suspects advocating Mars, Europa and Pluto missions. There is also some people pushing Neptune/Triton and Jupiter entry probes. Finally there are the people who want to go back to Venus (they are usually last in line at the funding trough). Venus is genuinely interesting from a planetary science standpoint. However trying to sell Venus through exobiology is simply silly.
