How about this idea.

Find a crater filled with water ice, melt the water, insert the deflated inflatable habitat shaped balloon into the water, mix in the lunar dust with concrete mix, fill the inflatable with gas and let the mix harden. Voila! structure complete.

Might have a hard time getting the concrete to stick to the inflatables inner surface the other way, even in low gravity .
