Such an idea should be easy to test on earth
I would think that you could set up a simple test in any science lab that would test the ability of concrete to set under low psi / high 02 conditions...
I wonder what the minimum psi would be...
E.P. Maybe you could put a local High School Physics class to work on this topic.
What a great science lab project. (Remember I accidentally set fire to my HS Science Lab...Hence my career in Accounting)
