Intuitively, possibly a "gravity ripple" would create a very local Cherenkov effect, with light seeming to travel faster than normal over a very short distance, but due to compression and expansion of space over the longer haul it would be slower or the same as normal.
Just a weak guess. Interesting question, though. I'm sure someone who understands it all has figured this one out.
