Wouldn't have to be that way.

In port, 4 or 5 smuggled missles, an apartment with a view of the sea.

Just a great big fat target.

I don't know anything about launching Exocet-type missiles, but I would imagine a cheap way could be found to do it. Maybe from the trailer of a truck-trailer rig.

And the Exocet technology is relatively inexpensive and available in the arms markets. If OBL is really worth $300 million he could afford a couple, and someone would sell them.
