Isn't That Contradictory?
Yet somehow there is supposed to be even more money available for a return to the Moon first approach? Don't think so. I also believe funding is a big issue and that is why I think the next big project should be the one that gives us the potential for a permanent presence in space for the least money. No long and drawn out easy to cancel plans are likely to succeed.
