In 1960, the US was behind the Soviets and it frightened the Congress. That's how going to the Moon was sold. The winner of the race doesn't have any competition anymore.
What might be worth studying is indeed a way to keep astronauts in space for more than a year, without refurbishment: It saves money (no cargo vehicles), will eventually enable flights to the Moon, L1, L2 and Mars. But it will have to start in LEO.
