What if NASA simply funded Mars prizes and let the competitors decide on designs? Encouragingly enough, NASA is seriously considering doing just that:

NASA-funded prizes for Mars, and other goals

Lockheed won't like this though, but the Administration (especially George Bush, OMB Mitch Daniels and Senator McCain) just denied Boeing some serious pork:

Sorry Boeing, pork is for PIGS
