Speculation on orbits

What is the general opinion on the maximum occurance of rock planets within say .1 to .15 au of Earth orbit? In other words is the distance between our planets required for stability or just chance?

I am thinking of a system with 2-3 planets in the "habitable zone" no more than 10,000,000 miles apart.
