I'm not nearly as cynical about human space flight as he is, but the case for a smaller manned system has been obvious for many years, which is one of the reasons I've spent so much of my life trying to build one. He's right in that the government has no real incentive to do space efficiently and cheaply, any more than any other project it takes on.
