A large group of people with the same political ideology is not a "conspiracy." It is a large group of people with the same beliefs.
As for detecting motivations? If I watch a guy on a security camera attack the outside of a jewelry store with a crowbar, a hammer, a set of bolt cutters, and finally, a winch on a truck, I don't need to read his mind to know he wants to get in the damn store. It's theoretically feasible he doesn't want to rob it--maybe he really needs to use the john--but you don't have to stretch the bounds of "paranoid delusion" to come to the conclusion that maybe he wants to rob it.
Every action the Democratic Party takes supports more power and wealth accruing to the government, less choice and freedom to the individual (and anything else that is not of the government), and yes, more dependence on the government for as many of the citizens' needs as possible. The motivation for the dependence is the same as it has been for every such society: A dependent population is much easier to rule and control than a self-reliant, decentralized one. A mindless dependent population would be the ideal.
The children of the Occupy movement were bred to be what they were: angry naked baby birds, eyes shut, mouths open, squalling for the Great Mother to regurgitate other people's hard work down their gullets. The perfected Democratic voter: an indignant sense of entitlement on two legs without the burden of inconvenient thought.
The list of actions and policies of the Democratic Party, all leading toward the same end of control and dependence, is quite extensive. It covers education, transportation, financial institutions, business regulation, health care, nutrition, private activites, religious freedom, and the ever-increasing welfare state.
You are welcome to toss me exceptions. Something where the Democrats are trying to get government out of how anything is done in this country. I've thrown out that challenge more than once, and the response has been either silence or gibberish.
If the motivation of the Left is not to create a statist society where the citizens live and breathe by government largesse, you should be able to find at least one major Democratic Party policy or goal that encourages solutions outside of the government, and ideas that are not dependent on government control. Go for it.
When everybody in a political movement is heading in the same direction, it isn't "paranoid delusion" to think that this is the direction they want to go.
